A Lightning bolt is an electric current which emits radio waves; the proposed system will detect these waves and process it on a cell phone application that will give information if the lightning strikes are nearing. Basically, there are many receivers in phones such as Bluetooth, FM, GSM, etc., which can be tuned to pick up the radio waves.
